That's probably as good a way as any to start. After disking thoroughly to get the big chunks broken up and things roughly levelled, the next step is a 'york rake' also known as a 'rock rake' to finish leveling things and get the little roots and rocks out of it. If you have the equipment available, a couple of passes with a rototiller wouldn't hurt either. Then seed it, roll it and pray for rain...
