Not real familair with the WD9 fuel system, but in general, this applies to diesels You need to get all the air out of the system. I think the way I read your post, you are closing bleeders backwards. With the engine running, start closest to the tank, open the screw (or bolt) on top of the filter until fuel squirts out, close it, move on to the next, do the filters, the injection pump, then the injectors. The old injectors (up until electronics took over) use the pressure pulse of the fuel injection pump to open the injector, any air in the line and the pulse is not correct, causing problems. Does that make sense?
