Farmall Cub oil pressure problem

I am trying to restore a '48 Farmall Cub that has been sitting in the barn for a few years. It runs ok but I am unable to build oil pressure on the gauge. Oil simply doesn't seem to reach the oil filter and gauge indicates no pressure at all. Years ago when the Cub was used on a regular basis oil pressure was rather low but acceptable. When I pour oil in the oil filter cup there is no change either. What is the problem and how can I fix it?
