F-20 Cam Followers

My F-20's cam followers, or lifters I guess, are stuck. Does anyone have any ideas on how to unstick the cam followers or how hard would it be to replace them? I have tried only diesel fuel and oil at this time to loosen them. I am going to try a good soak with WD-40 and see what happens. At this point I have the block off of the tractor. The crank, cam, and flywheel are still on the tractor. There is one guide that is broken and cracked as well. I guess you are supposed to drive the cam follower/push rod guides through the top side of the block. Also, is the lifter and the push rod guide one piece or can it be seperated? Thanks in advance.
