It would help alot if you'd tell us what motor you're working on. If it's a Merc, make sure the controls "and" the lower unit are in neutral. There is a sloted piece that has to mate up with the shifter comming down from the motor, You probably have them missalligned. It's been quite awhile since I've worked on them so it may be the opposite with the slotted piece being above, but you'll see what I'm talking about when you get it back apart.
