I agree it is a messed up situation. If an officer doesnt write out a few tickets it looks like he's not doing his job to his superiors. The trooper I talked to a few weeks ago said he could hang out in one place and write seat belt tickets all day. What he actually does is write a couple tickets, give a couple warnings, and then move on. Pulling someone over for seat belts, obstructed license plate, or no tail lights also gives him the opportunity to run a check on someone for outstanding warrants. I heard this same trooper stopped some lady with three just yesterday. But none of this helps the 2 innocent people you mentioned, (or their families.)
