Well the answer is it is the new UPS "ground" service. The cheapest UPS service now entails delivering your package to your local USPS office. I found out the hard way when I selected the cheapest UPS shipping on a part. After waiting a few weeks, I found out the part was returned because I don"t have a mail box out in the country for the post office to deliver to. (rural area) The pricier UPS shipping, overnight, Fed-ex, all gets brought to the house in the country. So UPS is cutting corners and using the post office now, and if you have trouble getting packages through the post office, or have an address the post office does not recognize, you will never get your package after UPS delivers it the USPS.

UPS super saver ground -----> ships to your local post office -----> local post office is supposed to finish shipping to you -----> package gets returned to sender if local post office can not recognize your shipping address or can not find you.
