Rusty Massey-Harris Pacer - should I or shouldn't I

I was offered a 1955 Massey-Harris Pacer No. 16 I has a continental Y91 engine which had the head removed 10 years ago. It's been in the weather. Not sure why the head was removed, the previous owner is no longer around. Someone was planning to restore this tractor but never got around to it. I'm sure the cylinders are rusted to the rings. I would imagine water has been inside the block although I haven't seen the tractor yet. With some patience, liquid wrench ,Krole or PB Blaster do you think is salvageable? go to communities.msn.com/locorebob for photos. Thanks, Bob
