Dale, I never made a set of chains from chain bought at a hardware store but I made a set of chains for a 2N Ford from an old set of 11-22 truck chains. It would be easier if you could find at least 3 chains, and start from there. They work as good as regular tractor chains like I have on my bigger tractor.
