Given only those two choices then by all means make the federal buildings green. Buying up "old" cars and tractors would hurt the economy more than it would possibly "help" anything else. Why you ask do I say this? Well when it comes to tractors and other equipment typically all "the little man" can afford is the older stuff to operate with....and even more than that the older stuff is usually more reliable than the new stuff when properly maintained. With that said think how many millions of people are employeed in businesses that cater to the production of new or replacement parts for the older equipment, as well as how many are employeed in salvage businesses that handle parts for the older equipment. Move onto cars and the same thing applies except then you get those handling OEM style parts, 'plain' aftermarket parts, hot rod parts, not to mention all the plain old custom stuff.... All in all getting rid of the "old" stuff woud do way more harm for this country than it would offer help the environment. Who cares how clean the air or water is if we're all dead because we can't afford to eat...
