What happens is, rain water runs down the steering column into the steering box- accumulates in the bottom, eventually rusting the bearing. When bearing disintigrates, the big duvisary with the recirculating balls in it gets enough slack that the balls fall out. They're not gone, just laying (uselessly) in the bottom of the steering box.
You have to remove the steering column and rebuild the box. Probably won't need anything other than the bearing at the bottom (balls may be a little rusty, but will clean up fine). I don't have the bearing number for the bottom bearing- hopefully someone on here does.
