Both of my Grandkids grew up on a farm in Nebraska they both got their license when they were 14, so far they seem to be pretty good drivers.
My first accident was on a freeway I was doing 55 to 60 and a car pulled right in front of me and then stopped I learned a real good lesson that day and had a scar on my lung to remind for years to come.
In Oregon a few years back they made it harder on the kids by limiting their friving privileges, So it ain't working one bit. I think they need to buy their own car to learn what it will cost when they do have an accident. Walt
