600 hydraulics

Hey Guys, I need help with my 600 lift problems.THE LIFT ARMS RAISED WITH NO LOAD ON THEM BUT HICUPPED.THEY WOULD NOT RAISE WITH A BUSHHOG ON THEM. The lift will only raise under load if, I lift the draft lever under the seat all the way up and wire it in that position. I had the top unit rebuilt.new fluid. I WAS TOLD TO REPLACE THE RELIEF VALVE. I have a new one but have not replaced it yet. Can anyone help me?
