If you have a multi meter, set it to ohms and ground your black lead to the trailer, (disconnect trailer from truck) with red lead start probing each pin on the plug, when you see the meter move you have found the shorted wire. Then you will just have to trace down the short for that wire. If it is blowing the fuse, it is most likely a short to ground (wire is touching frame of trailer some where) these are generally easy to find.
