The best hand cleaner we have ever found to take tar and grease off fast is a product called Heritage, we have a large trailer repair facality and work on every thing from 6' trailers to 9500 gallon tankers which haul fuel, blood and tar. Theres nothing harder to get off than tar mixed with brake dust and grease but let me tell you this stuff really does the job well.
