Most likely because of the competition from the grass (or weeds in some cases) growing right up to the edge of the first row of corn. The grass has a good established root system where the corn has to start from a seed, the grass can then suck all the early moisture and nutrients up while the corn struggles. Once you get in a row or two it is just soil between the rows so the corn only competes with the neighbor plant, not a rowful of grass or weeds.
