9N problem

I need help! I just bought a Ford 9N and I am having problems identifying what all them there levers are for. There is a lever on the left side, on the transmission, below the steering arm and next to the starter. It goes up at a 30 degree angle parallel with the transmission case, goes up about 2 inches at about a 35 degree angle, then perpendicular to the case for 2 inches, then up again then at a 35 degree angle towards the driver, then turns 90 degrees away from the case for about two inches. The serial number of the tractor is 9N -15841, the - looks like a two. Please someone tell me what it is! How it works? I acn get no power from the engine although it was justr rebuilt, starts easy.
