Bill, I understand the security of having good brakes on a trailer. But one size fits all federal laws raise the cost of eveything though, and frequently aren't sensible and cost effective. I've got a $500.00 brakeless 16 foot trailer that I might pull my small tractor on once every two years. Sometimes I might pull hay for a mile or two. Do you think it makes economic sense to set up my trailer for pulling a heavy load down the interstate at 70 mph? I can be safe enough, on that rare occasion when I pull something, by driving on back roads where the speeds are slower and I can go along at 25 mph, and where I can begin to cautiosly braking long before any intersection. This way I can keep a little farm at least breaking even. Besides, some behaviour impaired dolt with a fantastic rig can make be have a bad day anytime by weaving in and out of lanes and cutting off my driving space.
