It could be an adjustment, a worn out PTO brake and/or apply pin, or the PTO clutch could be damaged, causing it to drag, and turn the PTO, even though the brake is "ON". There are a number of differences in the PTO system, depending upon serial number, type of PTO,and whether your tractor is power-shift or not.
