Timing Help?

I have an Allis B with FMJ Magneto and the points were pitted. After changing points, gapping at .020, setting the rotor at #1 with flywheel at "cent" mark through left side inspection hole...she won't start...not even sputter. I've even tried retiming so that flywheel is on "fire" mark...still no good. The #1 cylinder is the one closest to the front wheels, right? It looks like the points are opening at the right point. The info in the shop manual and the service manual contradict each other...so that doesn't help. Any Help Appreciated!!
