The lack of new refineries being built is in a large part due to the severe environmental laws and regulations that are the set in stone guidelines that the oil companies have to abide by. These regulations increase the cost of development to such a degree that it is not cost effective when you consider the increased cost in maintenance and payoff on the investment.
