I have had mystery flooding problems with viton tip needles that defied fixing untill I learned to rub the needle tip across rough cloth like a denim pants leg. You need to do fairly hard strokes at all angles to allow the rough cloth to rub imbedded bits of rust or metal from the soft needle surface. Install a paper fuel filter as close to the carb as possible. One that works well in a lot of installations,is the filter used on 60's Ford cars and pickups. This filter has a 5/16 hose barb on the inlet,and a 1/8 male pipe thread on the outlet that in many cases will screw directly into the carb.
