Oil out the Blowby Tube

I have a 3 cyl. diesel that has oil dripping out of the blowby tube at a pretty good rate. There is very little smoke, but the dripping oil has me concerned. It drips about a drop every 15 seconds. Would this be a broken ring? The dipstick doesn't look to be going down much, but the engine holds about 9.5 quarts. Anybody have any ideas? Thanks.
