Governer???

My buddy has a MF33 gasser. He has had no trouble starting it when it was warm. Now that the cold weather has hit ( 0 Deg - -20 Deg. ) it doesn"t want to start. He had it running for a short period one day last week but when he tried to throttle up, it wouldn"t. After about 5 or 10 minutes of warming up, it finally came into it"s own. Since then he"s drained the gas out of the tank & re-filled with fresh gas, added methyl hyrate to new fuel, used up a can of carb cleaner, drained the fuel bowl of sediment & water, checked fuel lines etc, but now it won"t start at all. It"s getting fuel to the carb - I"ve seen that. I was wondering if a faulty governer could be the problem - not advancing or retarding the spark as needed. (No magneto - it"s got coil & distributor and it does have fire at the plugs) Any ideas?? Thanks, folks...
