The original set up was simple. If you had zero reading, bad filter, plugged line. Flutters, but holds at 15? Perhaps ten dollars for a gauge is the solution, though I've seen them work with oil behind the crystal. Fast flutter, short stroke? Any other old iron around, to 'borrow' a gauge, attach a temporary line/gauge, to confirm same flutter? Get back to us. Good luck.
