I have a 1994 FL-60 that I haul my antique tractors on. It is licensed and insured in Ohio for Farm on a limited mileage radius, Not for Hire. The GVWR is 25,500#. I pay around $975 per year for $250K liability/medical only. They wanted over $2K per year for full coverage on a $1 Million policy. I rearended someone in 2000 with a brand new Chevy 3500 cutaway, totaling their "Caddy" and am currently 21 years old. They are currently trying to sue my fathers company which is out of business now as well as myself. I pay about $650 a year for my '94 Geo Prism for liability only. I was kind of upset that I had to get a commercial policy and that they couldn't issue me a farm policy because of the truck weight, although I guess I'm lucky that it isn't too much higher. Good luck with what ever deal you find.
