Diesel fuel has a natural affinity for water. Condensation from the air space mentioned will settle to the bottom of your tank and start the problem. Buy some algisidal(sp) fuel treatment from a number of brands to correct the problem of bacteria and resulting slime in your fuel system-after a through cleaning. Old fuel is not necessarily bad if kept clean and in relatively full containers. The major fuel websites have an information page on this subject.
