It may have a parially plugged idle circuit. Water is hard to move out of these passages. take out the idle mixture screw( a screw in the side of the carb with a spring around it), if it has one and blow air thru it. run it in and bottom it out lighty first and count the number of turns it takes to bottom it out, then reinstall the same place. You might want to try to put a bottle of isoprople type heet in it first and see if that will clear it. Use a whole bottle, ignore the directions. Good luck
