I would paint the inside before mounting the tire to protect it from rusting, and not worry about the outside till after the tires are mounted. After the tires are mounted I would deflate the tires and unseat the beads to paint them. This way the tires are a little bit away from the rims to make easier to mask. Your other option would be to get or borrow a couple tire irons and mount them yourself very carefully after painting the rims. Tires on these older tractors aren't that difficult to mount. The hard part is taking them off when they have been on and rusting for years. find someone who knows how and have them help you. The old saying "if you want something done right, you have to do it yourself" applies here.
