According to the Agricultural Engineers Yearbook of standards a 15.5 X 38 R-1 tire is designed for a 14 inch rim width. What is the rim width on your F-20? Would the current tires happen to be 12.00 X 38 which were normally mounted on 11" rims? What is possible and what is within the bounds of commen sense and safety can be two different things. Give us a little more information so that you may recieve accurate advice.
