20+ years ago I re-coated the OUTSIDE of an 1100 gallon fiberglass tank that was getting nasty and prickly from sun damage by brush painting it with two-part resin I bought from the maker of the tank (basically the same stuff that comes in an autobody fiberglass repair kit).
I don't know if you could get the tank clean enough so it would adhere, or if it would work to roll the tank around to coat the inside relatively evenly.
The company has changed their name and I don't know if they still would supply resin or advice, but it's a free call to find out, 800-365-3070.
