Sounds to me like you are low on charge. High side should run from about 150 to 200 on an average warm day in the mid 70s. Low side should stay around 20 to 30. Running vacuum on the low side indicates low on charge.
Symptoms of a blocked expansion valve would be the high side too high and the low side too low and the evaporator temperature near to ambient. If the expansion valve is not working to meter the refrigerant, low side will be high and high side will be too low. A sticky expansion valve will act erratically. it will allow normal function some of the time and no cooling at other times.
Also note that R-134a really wants barrier hoses, and will leak through R-12 hoses gradually.
