Well new cables couldn't hurt as lazy horse has said. I would inspect them if I didn't replace them. If an end has been crimped or clamped on these cables then a problem creates there. It will (in some cases) start building up acid there, the same as it does on battery posts and will create a bad connection. Cables that have the ends leaded on to the end of cable doesn't have this problem becuase the wire to lead contact has no air contact. The connection is embeded into the lead. Before doing anything, make sure the new battery is fully charged. New battery's will sit for a lengthy period of time before being sold and might have lost some of its charge. Retailers are suppose to fully charge them when they are purchased but sometimes that step is skipped. You said you done a bench test and if you used sepperate battery and jumper cables that would pretty much eliminate starter. Maybe check the key switch and selinoid. Hope you figure it out but if you don't, tell us what all you have tried and maybe we can help some more.

Jon called me to help him discover why his tractor wouldn't start
