I hope I don't hear something like this: The explosion of the steam tractor was caused by a low water condition, resulting in a crown sheet failure. Low water levels were not rectified, by the experienced operators because both were being "cited" by city police officers who "triumphantly" were busy writing tickets to the pair for operating a lugged vehicle on the city streets. Both cops felt it was important to write as many tickets for this minor infraction as possisible, thus demonstrating their own self importance and power, rather than allow the safe parking and servicing of a steam boiler first. I am pretty sure that the "real" explanation won't look like that as the media are no doubt unlikely to report anything like what I just wrote, however much like the truth it really is. If those two cops had merely marched up to the pair of operators and said "Hey, we have to give you a ticket for driving this thing on the streets. We'll be by later to give it to you", I suspect that the failure and explosion might have been prevented.
