It seems unanimous and I'm not going to break the chain as a tjief and a liar are about the lowest form of life as gar as I'm concerned also. So, turn his butt in and press charges.
That said, having seen the way things play out around here it probably won't do you alot of good if your autorities are like the ones around Concord. The reason I say this is you have no absolute proof that he was the one taking it for the last two months, just the one time you caught him on camera. As a result the only thing they can charge him with stealing is the value of the copper he was caught on camera with, IF the DA even choses to do that. Thing is, regardless of wether you press charges or not the DA will still make the final decision as to wether anything is done in regard to your desires to see the guy prosecuted. Then even if he does chose to do so, unless the guy had far more copper on him than the hundred or so dollars worth he most likely had, about the most he's going to get will typically be a slap on the wrist.
In the end anything you do will in regard to pressing charges will have to be based more on the principle of the matter than actually hoping to see justice done....Unfortunately sad but true....
