Jerry, I have been a practicing mechanical engineer for about 20 years. I have tried several times in the past couple days to respond to the horsepower questions but each time my response got long and drawn out. My response is this . Whether you have a Briggs and Stratton engine or a Cummins deisel , a horsepower is a horsepower and it is equal to 33,000 foot pounds per minute. If you put an engine on a dyno and measure the torque and rotational speed you can calculate the horse power developed . It won't matter to the dyno if its an 18 hp B&S or a 25hp Ford , mechanical horsepower is always going to be Torque x Speed . Where manufacturers can fool around with the horsepower rating is when they calculate the theoretical horsepower and apply an engine efficiency to determine what the output would be . See here I go getting long winded again. Don't be fooled into thinking though that that 18 hp B&S isn't really putting out 18hp because it probably is if it has the torque and RPM. Because it won't pull a two bottom plow like the 9N is in the delivery of that power to the ground .
