Found my problem!
Removed the remote valve assembly. Found a piece of "curled wire like" metal in the spool area (larger valve block center hole). Removed metal. Took a while!!! Re-installed valve assembly. Started engine. Let run long enough to purge the air from hydraulic system. Valve lever now moves smoothly from neutral to upper position and back to neutral. Same for the lower position.
Took the valve body to local Case IH dealership. Mechanic (IH experienced) "looked at" the metal. Couldn't determine what the metal was or exactly "where it came from".
I think the "larger center hole" is the fluid input. Still do not know what the metal might be. Or how it "got to" the valve spool.
Any suggestions will be greatly appreciated.
