The bolts just pass through the holes into nuts. The holes were never threaded so no heli-coils, the former owner must have ran the tractor with the rim to hub bolts left loose wearing and enlarging the holes.
To be clear it is not the holes that hold the hub to the axle, these are the holes that the removable tire rim attaches to the iron hub.
Usually As have a iron hub on one side as a counterweight for the offset engine, the hub on the left side are usually a lighter steel plate hub instead of thick cast iron on the right.
