Gary I believe you have a hammerstrap hitch, if your tongue in the mower has a ball like a three point hitch the large pin on one end the mower drops down on that. The rest of it will slide over end of drawbar and bolt or pin there. It is for letting the mower twist at drawbar in all directions in rough terrain and tight corners.
