Front axle pivot shaft Super A. Help!

I'm trying to separate the front axle from the front casting of my '48 Super A. I removed the two bolts that clamp the shaft in the steering gear housing base and then easily hammered the pivot shaft (part number 351821R1) backwards approx. 1 inch; it just cleared the front clamp. Then it stopped as if it hit solid steel. I hammered it back again but the shaft hardly moved. It will not go backward or forward to some extent but I can easily rotate the shaft and move it about 1/16 inch. My theory is that the shaft has seized in one of the bushings in the front axle. What can I do to remove the shaft? Any help will be greatly appreciated! Thanks, Hendrik
