All it is, is a little lever that moves a sliding collar to join the PTO shaft to the transmission main shaft. It could be a matter of the latch plate that holds the lever simply being out of position. It could be stripped splines as you suggest. It could also be the shaft has slid out the rear of the tractor a bit and things are too far apart to engage properly. Could also be worn bearings causing a misalignment, which in turn causes the collar to "walk" to the disengaged position.
Fixing any or all of this is pretty much the same process, and not all that difficult. All the PTO parts can be removed and serviced without splitting the tractor.
BTW, the PTO turns at engine speed, and backwards from a standard PTO. The PTO shaft is essentially connected directly to the engine.
