154 loboy carb flooding plus

My 154 has a relatively new engine, mostly new ignition and I've been through the carb more times than I can count. Had it mowing for the first time Sunday, was so proud, and then it stalled and there it still sits, looking at the last patch of grass. When I crank it fuel pours out of the carb air intake. Like a steady stream.I've checked the float level, the needle is seating and you can't blow through it and still.... It's always been ornery about restarting after it warms up and has just gotten worse until no go at all. The one upside is that I can yank the carb and have it apart in a little over a minute. A skill I'd rather not have developed to such a point. PLEASE, if you have any idea, I need help. Also, anyone have any suggestions on where to get a grill for it? Thanks.
