12.4's, old size 11 are a little small for an M. The original 12's, new size 13.6 were more common. On the F series narrow rims were more common. IH got closer to the correct rim/tire size on the letter series, but never did get it right, as they often recommended a rim 1 inch less than the width of the tire, ie 12 inch tread on an 11 inch rim. The tires fit best when the tread width is the same as the rim. With the new designation, 13.6 tires fit best on 12 inch rims.
