Probably the easiest method is to use a kit like what Old has referred to. However if you choose to do it yourself, there are 3 steps to clean it out before you put epoxy liner in it.
1.) remove all sediment, loose rust, dirt, etc. This can be done a number of ways using drywall screws or similar. place screws in tank and shake it around to loosen old rust and scale. Use compressed air or vacuum to get all of the loose residue out. I prefer a vacuum.
2.)remove old fuel residue. This requires either a solvent like Acetone or a base like Lye or oven cleaner. rinse thoroughly.
3.) remove rust. Muriatic acid is a good choice. Phosphoric acid (naval jelly) is another. rinse thoroughly, and use baking soda or similar to neutralize the acid.
Dry thoroughly, and do one last rinse with Acetone. air dry. Rather involved for some people, but I have had excellent success with this process.
Now you can apply the liner. While this is a rather involved process, it will ensure a clean surface for the liner to adhere to.
