I think you are referring to the transmission brake, not the parking brake. The parking brake is located under the range transmission cover, just in front of the seat.
There is an O-ring on the shaft that operates the transmission brake. To replace it you need to drain the transmission oil and remove the bottom cover. There is a clip that holds the transmission brake lever in place and a short pin through the cover into the shaft that holds the shaft in the cover. There is also a woodruff key between the shaft and the brake pad lever. Once the pin, clip and woodruff key are removed the shaft can be withdraw from the cover and the O-ring replaced.
