The hole is indeed avent or drain. You have some seals leaking in the TA. The hole is there to keep the TA clutch which is in a dry compartment from getting oil soaked. It would seem that it is not leaking severely. If so, I would RUN it, keep a close check on the hyd/tran fluid, and replace the seals whenever it starts leaking severely or it needs to be split for some other reason. Ran a 656 like that for over 20 yrs.
As for the hydraulics, CIH had at one time a power beyond block that bolted on to the outside of the remote valve stack. It was primarily for the big frame tractors and I am not sure if you have enough clearance to mount it. Pretty spendy if it is even still available. Have heard of an aftermarket one but do not know where to find one.
