The other common places for air leaks are at each end of the manifold -- where it joins up to the head and where the carb mounts on the bottom. Those can usually be fixed by either tightening up anything that's loose or replacing a deteriorated gasket. Worst case is a rusted-through manifold, which can sometimes be repaired but often is easier to just replace.
The easiest way to test for leaks of this type is to get your tractor started however you have to, and let it idle. Before it gets too hot, take your starter fluid and spray around the places where it might be leaking. If it picks up speed any, you've located a leak.
