Well One thing to check here is the manifold bolts and make sure they are tight or remove the intake and exhaust and replace the gskt along with having the manifold milled so it is nice and flat to make sure the gskt. seal well . Then keep a check on the bolts as they will loosen up from time to time . Next do a good tune up on her along with a valve adjustment BY THE BOOK.Then put a timing lite on it and set the timing and that sets at rated PTO speed . as for gas dripping out of the carb one has to keep in mind that this is and UP DRAFT carb. and what goes up must come down . Now not saying that ya don't have a needle and seat problem but if it is only a few drops and not a steady run then this is normal on any updraft.
