That's the industrial version of the International 444 Utility. I believe there's an I&T Service Manual that covers both tractors. If you can find the older tan-covered version, it's better than the current version with the picture of the tractor on the front. Also check out binderbooks dot com for reprints.
I'm betting there's more wrong with the brakes than just an adjustment, though it should be as simple as adjusting the threaded linkage where it enters the brake drum on each side.
IH Industrial yellow would be the color, of course.
Most mechanical parts will be the same as the 444 Utility, and many of the wear and maintenance parts are still available from your local Case IH dealer. The tins are no longer produced, of course, and the tractor is fairly uncommon, so you may be in for a rough ride locating parts like this. What you'll have to do is start calling around to tractor salvage yards. Maybe you can find one that networks with other salvage yards and can find you the parts you need.
