John, the breather tube was designed to be an air inlet. The filter mentioned below is to keep dust out of the engine. If oil drips while the engine is running you may have a blocked tube in the engine ventilation system or the baffle missing in the valve lifter cover. The path through the engine is as follows: Air from the breather tube crosses the crankcase into the governor housing. It then flows through the small tube from the governor to the front of the head where it travels through a tube over the rocker arm assembly. This tube has a small hole punched in it to remove any blow-by that gets past the valve guides. The air/oil vapor then exits the back of the head and is taken directly into the air cleaner. The brass fitting that is threaded into the back of the head has a small orifice in it that can be blocked by deposits or oil sludge over the years. Also, a previous owner may have discarded the tube leading to the air cleaner altogether - which was the case with my "51H.
